Lawyer Ingabire evicted from Rwanda

Victoire Ingabires Dutch layer, Caroline Buisman, was evicted yesterday from Rwanda. She was in the country to meet Ingabire for the first time; she only recently was appointed as her lawyer. Although Buisman told customs at the border who she was and what she was coming to do in Rwanda, although she is member of the Rwandan bar and despite the fact that she met the dean of the Rwandan lawyers, she was not able to visit her client. Acces to the prison in Kigali was denied. She was told she needed permission from the ministry of Foreign Affairs, something no other foreign lawyer needed before her.

During her stay in Rwanda, Buisman was directed from one organization to the other. First to the head if Kiigali prison, then to the head of all Rwandan prisons, after that she had to go to the ministry of Foreign Affairs, who told her she must contact the Immigration Service. Coming there, she was interrogated for nearly four hours. After the interrogation she had to sign a declaration, stating that it 'wasn’t perhaps the best idea to start working with a tourist visa', although she had clearly told customs at the border who she was. Buisman refused to sign a declaration with used the words ‘manipulation and deceit’.

After her visit to the Immigration Service, Buisman received a telephone call from that service. They ordered her to leave the country immediately: “I would be making a mistake if I carried on my business and I should stop speaking to people",  Buisman says. According to her, she received great assistance from the Dutch embassy in Kigali.

Buisman left for the airport thursday morning. There she had another thrilling 15 minutes, when she was taken aside from the other travellers by customs. 

According to Ingabires lawyer, she has a couple of enervating days behind her, but she’s determined to try to get an official business-visa. ‘Off course I do what my client wants me to do, but if it’s up to me, I’ll ask for an official permit, as soon as I’m back in The Netherlands. Rwanda promised me I could work as a lawyer with a visa like that.'

Buisman was forced to travel with a tourist visa, because two former applications for a business visa were not awarded within a reasonable period of time.

ADVOCATE INGABIRE HET LAND UITGEZET

De advocate van Victoire Ingabire is het land uitgezet. Carolien Buisman was in Rwanda om kennis te maken met haar nieuwe client; ze werkt sinds kort voor Ingabire. Hoewel ze zich bij de grens had gemeld als Ingabire’s advocaat, stond ingeschreven bij de Rwandese Orde van Advocaten en had gesproken met de deken, werd een bezoek aan Ingabire de afgelopen dagen telkens geweigerd; ze zou toestemming moeten vragen aan het ministerie van Buitenlandse Zaken, iets wat tot nu toe nog geen enkele andere buitenlandse advocaat heeft moeten doen, aldus Buisman.

Buisman werd steeds verwezen naar een andere instantie: naar de gevangenis directie, naar het hoofd van het gevangeniswezen, vervolgens naar het ministerie van Buitenlandse Zaken, die haar uiteindelijk naar de Immigratiedienst stuurde. Daar werd ze bijna vier uur lang ondervraagd. Buisman moest na de ondervraging een verklaring ondertekenen, waarin ze erkende dat het niet handig was om met een toeristenvisum aan het werk te gaan, ondanks het feit dat ze bij de grens had aangegeven wie ze was en wat ze kwam doen. Buisman weigerde haar handtekening te zetten onder een verklaring waarin werd gesproken van 'manipulatie en bedrog’. 

Na haar bezoek aan de immigratiedienst, kreeg Buisman een dreigend telefoontje van diezelfde dienst. Ze moest de volgende ochtend het land verlaten: “I would be making a mistake if I carried on my business and I should stop speaking to people", aldus Buisman. Overigens kreeg Ingabires advocate alle medewerking van de Nederlandse ambassade in Kigali.

Buisman vertrok daarop donderdagochtend naar het vliegveld in Kigali. Daar bracht ze nog een spannend kwartier door, toen ze apart werd genomen door de douane. De advocate vertelde dat ze een paar nare dagen achter de rug heeft, maar dat ze vastbesloten is, weer naar Rwanda af te reizen, om haar client te ontmoeten. ‘De wensen van mijn client zijn natuurlijk leidend, maar zelf zou ik, zodra ik weer terug ben in Nederland, naar de Rwandese ambassade willen om daar een zakenvisum aan te vragen. Rwanda heeft namelijk beloofd dat ik daarmee gewoon aan het werk kan als advocate van  Ingabire.’

Overigens reisde Buisman op een toeristenvisum, omdat twee eerdere verzoeken bij de ambassade niet binnen een redelijke termijn werden behandeld. within a reasonable period of time.
