Buitenpost De Wereld 

Het is een treurig begin van mijn Kivu weblog. Sylvestre is nog steeds verdwenen. Ik kan het gewoon niet geloven. Ik merk dat ik erg mijn best moet doen om niet in de verleden tijd over hem te schrijven. Hij is een buitengewoon Congolees. Een man van principes. Strijdend tegen de enorme corruptie overal om hem heen, soms als een Don Quichotte, maar veelal realistisch en vastberaden. Hij houdt van zijn streek, van zijn volk. Vorig jaar hebben we heel fijn samen gewerkt. Hij was altijd stipt op tijd, bereidde alles goed voor en was natuurlijk uitstekend van alles op de hoogte.

Duidelijk te merken was dat hij voor priester had gestudeerd. Als wij in de auto ergens naar toe reden, dan kreeg ik hele monologen over hoe hij vond dat het land er uit moest zien; ik noemde dat zijn preken. Belangrijkste thema: transparantie, geen corruptie, een goed bestuur met oog voor het volk niet voor de eigen portemonnee, onderwijs, mensen mondig maken, mensen voor zichzelf laten opkomen.

Onze dagen hadden een vast ritme: tussen 8 en 9 vertrokken wij naar onze afspraken, zo rond 12.00 uur aten wij de lunch in Goma. Daarna hadden wij weer afspraken, tot een uurtje of vijf zes, waarna wij een biertje dronken bij mijn hotel. En met wij bedoel ik ook onze chauffeur, collega James en collega René die vaak van de partij waren. Soms ging ook Jean Pascal Mugaruka met ons mee, van 'concurrent' organisatie Voix-sans-voix. Zij lieten me ook zien hoe een groot deel van Goma was vernietigd door de vulkaanuitbarsting aan het begin van dit millennium. Lieten me zien dat Goma meer dan 100 universiteiten telde, maar dat de studenten er weinig tot niets opstaken, ze ieten me zien hoe het Kivumeer volledig was geprivatiseerd: alle rijke mensen/orgasaties hebben een huis aan het meer. Voor de bewoners van Goma resten hele kleine zwaar vervuilde stukjes.

Ik kan niet geloven dat hij is verdwenen. Eerst Floribert, begin juni, vermoord. Nu Sylvestre weg. Mijn hart is zwaar.

DCR: HUMAN RIGHTS ACTIVIST MISSING

Sylvestre Bwira, human rights activist and president of the Civil Society in Masisi (North-Kivu), is missing since the 24th of august. He was last seen in the city of Goma, (Congo, North-Kivu) stepping into a jeep with the word PRADDO. In it were civilians. Latere informatie meldt dat het ging om een jeep op de weg van Goma naar Sape en dat het mannen in uniform waren. Dat ze ruzie maakten en waarschijnlijk soldaten waren van het FADRC.

Two weeks ago Bwira published a report concerning the violation of human rights in Masisi. In it he accused the FADRC (the regular Congolese army) en the NCDP (National Congress for the defence of people). In Masisi civilians are forced to work for rebels and soldiers of the FADRC, woman are raped, villages attacked. Since publication he was forced to get into hiding. Latere informatie: het ging niet alleen om een rapport: samen met 50 andere leiders heeft hij Kabila in een brief gevraagd om alle soldaten van de CNDP, het leger van Nkunda, uit Masisi weg te halen. Zij hadden een parallel bestuur in Masisi opgericht. Zijn verdwijning vond plaats terwijl hij op het punt stond naar Kinsahsa te worden geêvacueerd door Monusco, de troepenmacht van de VN in het gebied.

Masisi is the ‘house’ of several rebel groups, like the FDLR, the Hutu-rebels from Rwanda. 

Masisi is rich on minerals, therefore an attractive area for everybody who wants to get rich: Rwanda, China, big internationals, rebels and soldiers. It’s the civilians who pay the price. 

Bwira, a former priest student, who saw his family slaughtered before his eyes during the second Congo war (1998-2003), is the founder of several local NGO’s as Sape, Bead and Sojato. In Masisi, one of the most violent regions of Congo, he set op a ring of selfhelpgroups in the villages.  That functioned fairly well, considering the circumstances. He also set up a nursery, for the grown trees to provide food and shadow and was an ardent protector of the environment in a region that has know little peace the last decade.

Bwira was also one of the leaders bargaining with rebels and soldiers from different groups, to protect crops, villages and civilians. Bwira is a man of principles. He will never take part in any corruption or bribery. He would never pay up himself. He could argue for hours, convincing soldiers that they were there to protect the people, not to steal from them.

In Congo rights activists, journalists and union leaders are more and more the subject of threats, illegal arrests and violence.  Two other activists are in hiding since one month: Batholen Palukuhe president of the civil society of Rwenzori (gorilla-country bordering Uganda), and the president of the civil society of Oicha, (North-Kivu) Tsatsango Musayi.

Floribert Chebeya, one of the most important human rights activists of Congo, was found dead the 2nd of June in his car, just outside Kinshasa. De evening before he never came home after an interrogation with the police. His death is still subject of investigation.  Chebeya was used to being followed, threats and sudden arrests.

In North-Kivu colleagues of Bwira have started a search. The Dutch embassy in Kinshasa is very worried and tries, together with partners in the area, to find out what has happened to Sylvestre Bwira.
